DCLG comment on losing the Lord's debate
19th July

"This vote will not affect the introduction of HIPs and EPCs on 1 August, which are going ahead in the interests of consumers and the environment. We think that tackling climate change and getting a better deal for consumers is vital – it is disappointing that some do not agree. They will cut nearly a million tonnes of carbon a year and help reduce the millions of pounds wasted by consumers buying and selling their homes."

House of Commons
22nd May

Ruth Kelly announces delay to Home Information Pack introduction.

Due to a shortage of Domestic Energy Assessors, the planned launch on June 1st of the combined HIP and Energy Performance Certificate has been delayed until August 1st.

Furthermore, a HIP will now only be required on the sale of 4 bedroomed properties (and above). It is anticipated that smaller properties will become liable for a HIP as more Assessors become available later in the year.

However, the RICS have also stated that the Government will have to undertake a 12-week consultation process and publish a full regulatory impact assessment.
