August 2007 Commencments of HIPS 1st August 2007 From today all 4 bedroom properties (and larger), being put on the market are required to have a HIP prepared. This includes an Energy Performance Certificate. July 2007 DCLG comment on losing the Lord's debate 19th July "This vote will not affect the introduction of HIPs and EPCs on 1 August, which are going ahead in the interests of consumers and the environment. We think that tackling climate change and getting a better deal for consumers is vital – it is disappointing that some do not agree. They will cut nearly a million tonnes of carbon a year and help reduce the millions of pounds wasted by consumers buying and selling their homes."
June 2007 DCLG publish new update to roll-out schedule 11th June
In a letter to HIs and DEAs, the DCLG have confirmed the revised August 1st roll-out date for 4-bedroomed properties and above. Consequently, EPCs will also be required for such properties, but these and the HIP itself will not be required.

Ruth Kelly announces delay to Home Information Pack introduction.
Due to a shortage of Domestic Energy Assessors, the planned launch on June 1st of the combined HIP and Energy Performance Certificate has been delayed until August 1st.
Furthermore, a HIP will now only be required on the sale of 4 bedroomed properties (and above). It is anticipated that smaller properties will become liable for a HIP as more Assessors become available later in the year.
However, the RICS have also stated that the Government will have to undertake a 12-week consultation process and publish a full regulatory impact assessment.
